The contract manager is responsible for ensuring consistent management of all contracts and proposals. This generally includes oversight of the contract management process throughout each contract’s life-cycle, as well as development of uniform standards for bidding and submission, contract negotiations, and document management. The contract manager’s role in the contract development process requires close collaboration with various departments, including business operations, finance, project management, and account management.


  • Oversee organizational contract development and management activities, and enforce organizational principles of integrity and compliance.
  • Oversee the administration of the contract life-cycle from inception to termination or expiration, and any subsequent post-contract obligations.
  • Ensure compliance with all agreements including revenue recognition, contract fulfillment, deliverables, regulatory requirements, and customer satisfaction.
  • Ensure all relevant stakeholders are engaged in negotiations, development, execution, and fulfillment of all agreements.
  • Develop and maintain current versions of all standardized and non-standardized agreements.
  • Maintain a spreadsheet of all existing contracts and those in the development process.
  • Oversee and chair contract management team meetings as requested.
  • Ensure that contracts and proposals are properly entered into contract management, customer relationship management, and organizational databases, and securely maintained.
  • Ensure signed contracts are communicated to all relevant parties to provide contract visibility, awareness, and interpretation to support implementation.
  • Assist in the development of uniform standards for contracts, including presentation of budget, payment terms, general language and provisions.
  • Perform appropriate administrative and operational research to support proposal and contract development, and respond to all contract-related inquiries.
  • Conduct contract strategy and contract management meetings to identify issues and client requirements, facilitate pricing discussions, obtain senior management input on timelines and deliverables, and provide status updates on current and pending agreements.
  • Support drafting of contractual provisions as requested based on strategy discussions, senior management input, and organizational needs and expectations.
  • Assure accuracy, completeness and appropriateness of contract text, forms, and attachments.
  • Assist as requested in interfacing with insurance companies regarding adequacy of coverage and purchasing needs.
  • Serve as initial organizational legal contact during contract engagement and negotiations.
  • Engage relevant stakeholders in negotiation decisions involving legal or regulatory requirements, contract standards, and cost targets.
  • Assist in development and execution of negotiation strategies that minimize potential losses and benefit the organization’s financial performance.
  • Maintain deadlines on deliverables, contract durations, renewals, and expiration dates, and communicate and provide updates on an ongoing basis with business partners and internal clients about these and other contractual issues.
  • Consistently review contractual performance of all contractual parties to ensure compliance with terms and to identify conflicts or changes requiring resolution at contract renewal.
  • Ensure contract close-out, extension or renewal.


  • Bachelor’s degree in business or related field.
  • 5-8 years of Contracts Management/Administration experience.
  • 3-5 years of experience in federal government contracts administration.
  • Experience with and proficiency in utilizing and maintaining contract management systems.
  • Strong verbal and written communication skills with ability to convey complex information in a way that others can readily follow.
  • Ability to work independently.
  • Ability to juggle multiple priorities in a fast-paced, dynamic environment.
  • Strong interpersonal skills for building strong customer relationships and working with all levels of senior management and personnel.
  • Strong organizational skills.
  • Must be proficient in Microsoft Office applications.
  • Must have working knowledge of the FAR.
  • Ability to systematically analyze complex problems, draw relevant conclusions, and implement appropriate solutions.
  • Excellent negotiating and persuasive skills, both in one-on-one and group situations.
  • Proficiency in utilizing and interpreting financial models and analyses.
  • Experience in applying organizational standards when developing requests for proposals, negotiating term, and drafting contracts.
