IBTS is currently recruiting for a Disaster Recovery Specialists to join our growing Disaster Recovery Team in Ashburn, VA but deployed accordingly.  They will support “Public Assistance” response efforts for all kinds of natural and man-made disasters across the US including hurricanes, tornadoes, earthquakes and fires. We are now dealing with the ramifications of Hurricane Harvey and Irma and need individuals who have experience with FEMA Public Assistance at the Federal, State or Local level.

This is a contract (1099) position subject to 100% travel during times of disasters or as required. We have requirements for the following types of experienced professionals:

  • Cost Estimator
  • Architect
  • Mechanical Engineer
  • Civil Engineer
  • Structural Engineer
  • Electrical Engineer
  • Coastal Engineer
  • Construction Manager
  • Financial Analyst or Accountant, including CPAs
  • Hazard Mitigation Specialist
  • Environmental/Historic Preservation Specialist
  • Lifeline Utilities (Energy, water, healthcare, transportation) Engineer
  • Debris Manager


Key Responsibilities:         

  • May perform damage assessments of public facilities and infrastructure to determine

     eligibility for FEMA funding and extent of applicable damages in accordance with FEMA

policies and procedures and make recommendation on reparability of damaged structures.

  • Develop Project Worksheets (PWs), damage descriptions and dimensions (DDDs) and

Scopes of Work.

  • Conduct detailed estimates utilizing RS Means, CostWorks and FEMA’s Cost Estimating

Format (CEF)

  • Provide guidance and ensure special considerations and compliance issues have been

address in a specific area of expertise.

  • Regular interface with FEMA, State and Local Governments and contractors
  • Interface with stakeholders at various agencies and levels of government
  • Develop and communicate processes and procedures and methodologies that

streamline disaster recovery efforts.

  • Work closely with project officers, emergency coordinators, and technical experts. Attend meetings, help applicants with FEMA programmatic and special considerations.
  • Knowledge of local government management and public administration is important.
  • Skilled writer and able to inventory and describe damages.
  • Prior experience working with clients and possess ability to work within deadlines. Communication and interpersonal skills are very important.
  • Ability to identify mitigation measures and other tools / resources to aid in rebuilding communities is desired.
  • Ability to operate a computer, use MS programs and other software systems.
  • Up to 100% travel may be required based on upon disaster or other work-related activities.


  • Must have knowledge and experience in FEMA’s Public Assistance program
  • Strong multitasking and organizational skills
  • A working knowledge and understanding of construction and repair of public infrastructure
  • Working knowledge of resources and web-based tools and databases
  • Excellent written, communication and public liaison/customer service skills 


  • A minimum of 10 years of experience in your field of expertise within the commercial and/or public industries including, but not limited to, government entities/facilities, medical facilities, schools, transportation (roads and bridges), coastal entities, water/waste treatment and utilities/power.
  • Bachelor’s degree from an accredited university in engineering, architecture, construction, environmental studies, accounting or a related field. (Construction Managers do not need a degree)
  • Must have experience with FEMA Public Assistance. Must be knowledgeable of PWs, CEFs, and debris, EHP and/or Hazard Mitigation.
  • US Citizenship is a requirement. Applicants must be willing to be fingerprinted and undergo and pass a rigorous background check to obtain a security clearance.
  • Must be comfortable interacting directly with clients, including senior managers and executives. Must be prepared to operate in an intense, dynamic, challenging work environment and be experienced working in a team atmosphere but also able to deliver independently.


  • Professional Registration or Certification including Professional Engineer (PE), Registered Architect, etc.
