Responsibilities

The Director will report to the COO and will be responsible for all business and delivery aspects of the Federal and State division (FSP).  The division currently has ~50 staff and 150+ subcontractors/consultants; FSP currently delivers $20+M in annual revenue with double digit YTY growth expectations.  The FSP Director will be a part of the team of Directors, each of whom leads its own set of services.  IBTS has existing relationships with several Federal agencies and state-level organizations.

 

The FSP Director will lead the division by achieving revenue and net asset gain objectives.  The Director will achieve growth through business development and marketing activities, developing a strong and diverse pipeline of opportunities, and securing contracts via the RFP process and/or use of existing contracting vehicles (e.g., MOBIS and other schedules). 

 

IBTS has long standing client relationships and a significant contract base in delivering support services and solutions to US Housing and Urban Development (HUD) and US Federal Emergency Management Agency (FEMA).  A critical role for the FSP Director will be to lead the successful performance and delivery of these services in compliance with our existing contracts.  The Director will supervise a team consisting of various project managers, subject matter experts (SMEs), and field staff. The Director will be responsible for the overall quality of the delivered services, ensuring superior client satisfaction, and operating within the expected budget.  The Director will also lead the team’s efforts in securing contract renewals, contract modifications/ expansion, and in the development and progression of additional HUD/FEMA opportunities to grow and expand our contract base.  The Director will serve as the senior client success leadership executive. 

 

In addition to HUD and FEMA, the Director will be responsible for identifying new business opportunities across the broader Federal marketplace with the intended outcome being to expand upon our footprint and operating base.  For example, Federal clients where IBTS has previous work experience include the Departments of Defense, Commerce, and Energy.  Similarly, the Director will be responsible for evaluating targeted State-level opportunities in which IBTS could additionally pursue and secure.  

 

The Director will be expected to provide strategic guidance and thought leadership to create a value to the agencies and differentiate IBTS from other service providers by offering innovative and effective services.

 

The Director will be expected to achieve goals of IBTS’ Corporate Strategic Plan and support overall organizational success and initiatives.  This individual will lead specific corporate strategic initiatives to establish and/or expand the necessary partnerships to enable the requisite business results.  Through the Director’s leadership of staff, the team will successfully identify targeted Federal and State Programs and Clients who would benefit from IBTS expertise and resources.  Consistent with this effort, it is expected that the Director will develop a presence in the market in which IBTS is seen as an industry expert on IBTS’ key capabilities (e.g. manufactured housing) and is an essential partner to federal and state agencies.  Identify and pursue grant opportunities which align with FSP capabilities and service areas.   

 

In conjunction with other IBTS executives, the FSP Director will work collaboratively with IBTS’ five Board appointing entities to further enable the delivery of IBTS services and solution capabilities; these offerings would include (a) coordination among federal/state/local governments under various national programs, (b) developing cost effective solutions and reducing delays, (c) creating ways to accelerate progress in communities and governments, and (d) implementing innovative ways to improve governance by transparency, focus on citizen services and collaboration with all stake holders. 

 

Qualifications

Minimum Qualifications:

 

Bachelor’s degree in a related field along with 10+ years of progressively responsible relevant work experience in business development, program management, or a combination of education and experience which provides the required knowledge, skills, and abilities. 

 

10+ years’ experience in similar leadership and director level positions working with federal agencies with proven business development, program management, regulatory compliance, and thought leadership outcomes. 

 

Extensive experience in selling and delivering services and solutions to the US Federal Government; knowledge and experience with HUD and/or FEMA highly desired.  Similar experience with State-level organizations a plus.  Subject matter expertise in engineering, architecture or in the built environment a plus.

 

Successful experience in managing and delivering strong results for a services-driven P&L

 

Demonstrated knowledge of developing a strong pipeline of related business opportunities, and successfully pursuing new service agreements with Federal and state governments. Understands the complexities and subtleties related to the government procurement process to deliver the requisite growth objectives while acting in a professional and ethical manner. 

 

Required skills, knowledge, and demonstrated success:

  • Overall business / project management skills which include capabilities and success in prioritizing, planning, delegating, organizing, and establishing key performance indicators (KPIs).
  • In-depth knowledge of the federal regulatory, business development, FARs, and relationships between federal, state, and local governments in national programs. Experience in housing and building compliance programs is preferred. Quality Assurance knowledge and certifications are also preferred.
  • Demonstrated success in the pursuit and capture of Government services contracts. Individual should be comfortable in using market data and industry knowledge to identify target clients / opportunities, be capable of collaborating with the marketing, business development and SME teams to create value-driven and compelling proposals, and in developing balanced risk-reward cost submissions.
  • Thrives on building long-lasting client relationships and in developing teams and individuals in a positive, collaborative culture.
