    Position Summary:

     

    IBTS is currently recruiting for a Mitigation Specialist to join our growing Disaster Recovery Team in Ashburn, VA and deployed accordingly.  The Mitigation Specialist is a multidiscipline position that encompasses a variety of disciplines covering FEMA’s Mitigation programs. This Mitigation Risk Reduction Specialist is responsible for performing a variety of grants management functions in the development and implementation of mitigation project grants for clients including HMGP, FMA and PDMG programs. Work products must meet stringent federal and state grant requirements.

     

    Key Responsibilities: 

    • Prepares or consults on the preparation of mitigation grant proposals.
    • Researches service needs and compatible funding sources, and prepares or assists with preparation of requests for proposals.
    • Audits expenditures of grant funds to insure that funds are spent according to stipulation, and deadlines are met.
    • Maintains financial accountability and compliance of grant programs through comprehensive audits, financial records, review of expenditures, and documented program outcomes.
    • Prepares and submits request for reimbursements on the behalf of the recipients when
    • Provides information concerning program and explains the application process.
    • Provides technical assistance to recipients in the developing of HMGP, FMA, and PDMG applications
    • Researches need and eligibility for grants through surveys, statistics, accounting and planning methods.
    • Monitoring compliance to mitigation grant programs policies and procedures.
    • Compiling information needed to generate reports, complete projects and accurately respond to questions and concerns.
    • Provides technical assistance in the use of the FEMA Benefit Cost Toolkit to perform benefit cost analysis for applications being submitted under FEMA’s Mitigation Grant Programs.
    • Travel may be required based on upon disaster or other work-related activities.

     

    Competencies:

     

    • Significant experience in federal grant administration
    • Knowledge of policies and procedure for federal and state grant administration
    • Ability to apply mathematical processes and tools to analyze problems
    • Ability to read, interpret, comprehend, and explain advanced written materials (e.g. laws, regulations, grant requirements and policies)
    • Ability to work in a positive and helpful manner as part of a team
    • Intermediate level skill in the use of MS Word, Excel, and Access
    • Ability to analyze a customer’s request, evaluate issues, determine the correct course of action, and follow through to ensure customer satisfaction

    Qualifications

    • Bachelor's degree from an accredited college or university in business, public administration, finance or field related to area of assignment AND One year of experience in grants management, public funds administration, accounting or a related area OR Five to Ten years of experience in grants management or public funds.
    • Must be able to pass a background investigation.
