  • Responsibilities

    The role of the Residential Construction Manager is to plan, direct, or coordinate, usually through subordinate supervisory staff, activities concerned with the construction and maintenance of structures, facilities, and systems. Participates in the conceptual development of a residential construction project and oversee its organization, scheduling, budgeting, and implementation. This position will also entail some business development, managing proposal processes, implementing proposed projects, and managing the teams that are delivering. 


    Essential Functions:


    • Oversee project control, cost estimation, contract administration, quality assurance, as well as schedule and control activities involved in construction projects, or programs administered by IBTS.
    • Confer with supervisory personnel, owners, contractors, or design professionals to discuss and resolve matters such as work procedures, complaints, or construction problems.
    • Plan, schedule, or coordinate construction project activities to meet deadlines.
    • Prepare and submit budget estimates, progress reports, and/or cost tracking reports.
    • Monitor compliance with building and safety codes, and/or other regulations.
    • Oversee and monitor the design and construction process to ensure projects are completed by Program contractors in accordance with project schedule and budget using agency requirements.
    • Oversee the inspection and/or review of projects to monitor compliance with environmental regulations.
    • Study job specifications to determine appropriate construction methods
    • Develop or implement quality control programs with assistance of the Quality Assurance/Quality Control Manager.
    • Review and approve in coordination with the Client, contractor change orders.
    • Work with the client in the approval of contractor time extensions.
    • Coordinate and work with contractors relevant to project requirements in accord with established procedures, including all required permitting.
    • Identify potential delays and take appropriate actions to eliminate or minimize their cause and/or impact on the project.
    • Direct and supervise employees performing construction related activities, such as site reviews and inspections.
    • Attend meetings with Client, Contractors, and IBTS employees on weekly, monthly, or other scheduled times.
    • Determine labor requirements for all IBTS work activities.
    • Perform other duties, responsibilities, and activities directed by IBTS Senior Management or others as assigned at any time with or without notice.
    • Prepare a clear, accurate job record in IBTS database listing inspections conducted, personnel on site, delivery of building components, causes of delays, and job problems as well as appropriate photo documentation.


    Job Specifications:


    • Must have knowledge of Building and Construction industry, including and not limited to materials, methods, and the tools involved in the construction or repair of houses, exterior landings, steps, or other structures related to property.
    •  Must have knowledge of construction management concepts and practices
    •  Must possess a thorough understanding of Project Management, Building Design & Construction, Scheduling processes and procedures, and Risk Analysis.
    •  Must have the ability to speak, read, and write the English language with proficiency.
    •  Ability to use critical thinking and problem solving to detect, inspect, and recognize Life Safety issues as well as identifying quality control in accordance to program requirements and IBTS guidelines.
    •  Ability to interpret and apply planning principles, practices, and procedures, organizational theory, and administrative practices relevant to designated construction programs.
    •  Ability to prepare clear, technically sound, accurate, and informative program, project, and other reports containing findings, conclusions, and recommendations.
    •  Familiar with all aspects of construction methods and construction technology, and the estimating process.
    •  Ability to detect, locate, and document all defective installations, quantity discrepancies, poor quality workmanship, and any deficiencies or discrepancies that may be observed
    •  Understand and utilize Information Technology in the performance of work including Internet, Intranet, Microsoft Windows OS, Adobe Acrobat, and Microsoft Office Suite.
    •  Ability to proficiently use various types of electronic and/or manual recording and information systems used by IBTS.
    •  Ability to determine operational compliance with regulations or standards.
    •  Ability to review environmental remediation or protection plans.
    •  Ability to understand and apply principles and practices of supervision, employee motivation, and performance evaluation
    •  Estimate labor
    •  Maintain daily logs and records of inspections performed and the ability to issue findings both verbally and written to IBTS staff, contractors, supervisors, and clients as needed.
    •  Provide customer service to employees, contractors, homeowners, and clients.
    •  Foster positive attitude towards IBTS staff, contractors, homeowners, and clients.  
    •  Complies with all IBTS policies.



    • Requires a Bachelor’s degree in Construction Management or any related field
    • Requires five (5) to ten (10) years of experience in the field of architecture, engineering, project management, construction quality assurance, or related area involving home building projects. Experience in remodeling or rehabilitation of homes is preferred. 
    • Requires working knowledge of Microsoft Word, Excel, PowerPoint
    • Requires a valid Texas State driver’s license and be lawfully permitted to operate motor vehicles without any limitations or restrictions



    • ICC certification as a CBO, or Combination Residential Inspector Certifications (Building, Mechanical, Electrical, and Plumbing) is preferred.
    • Knowledge of Xactimate Estimating software is preferred.

    • Must be able to remain stationary in a stationary position while in the performance of your duties.
    • The person in this position needs to occasionally move about inside and outside of homes while examining work sites.
    • Constantly positions self or ascend/descend ladders for examining work site including but not limited to climbing steps, moving through attics, etc. These actions include climbing, stooping, kneeling, crouching, crawling etc.
    • Frequently move equipment weighing up to 50 pounds to and from work site.
    • Constantly works in all outdoor weather conditions.
