    This position is part of a Disaster Recovery team.   We are not first responders, but when natural disasters strike (e.g.., hurricanes, earthquakes, flood waters, tornados, fires, etc.) our team travels to the disaster area as part of the recovery process to help restore the communities. Our primary focus is working with homeowners in the restoration of their houses and property.


    This position will begin as an “on-call/as-needed” basis, with strong probability of converting to a regular, full-time position with full employee benefits which include (but are not limited to) medical, prescription, dental, vision, FSA, 401k with employer matching, paid holidays, and paid leave.


    We are looking for individuals who are willing, able, and readily available to be a part of this team, who can report for work and travel on short notice to disaster sites and remain engaged in the recovery efforts for varying periods of time. Longer assignments will include rotations for travel back and forth between their home and the disaster sites.


    Position Summary:


    The Compliance Specialist (Close Out) is responsible for providing a full range of administrative and technical tasks related to a close out of a construction project. The individual will compile information, reports and lists of tasks to be performed by internal and external teams necessary for the closeout of the project.



    • Follow internal project closeout procedures and checklist.
    • Perform all aspects of the Federal, State, and Local Government contract closeouts.
    • Perform Contract File Closeout Assessments.
    • Review and confirm acceptance of contract goods and services.
    • Reconcile contract funding obligations and expenditures with final voucher amounts and determine de-obligated amounts.
    • Conduct audits of contractor’s material and validate that all obligations are met for the project closeout.
    • Conduct as well as participate in onsite as well as offsite meetings with all stakeholders.
    • Develop and maintain all schedules, timelines, and deadlines.
    • Prepare contract closeout modifications using GovWin, Costpoint, or similar systems.
    • Develop reports and prepare support documentation.
    • Handle complex problems through effective and efficient resolutions compliant with policies such as FEMA, HUD, or Federal Acquisition Regulations and policies.
    • Handle multiple projects subsequently. 


    • Bachelors’ Degree in Business or related field
    • 3+ years of experience working in construction industry, ideally for the closeout
    • 3+ years of experience working with GovWin, Costpoint, or similar systems
    • 3+ years of experience working with Federal Acquisition Regulations (FAR)
    • 3+ years of experience Performing Contract File Closeout Assessments
    • 3+ years of experience confirming acceptance of contract goods and servicesCertifications: (Presently hold or ability to acquire as required)
    • FAC-C or DAWIA level I Certification in Contracting
    • Experience with/knowledge of VA systems (eCMS, IFCAP, VISTA)
    • 2 years’ working knowledge of Federal Acquisition Regulations (FAR)


    • Good oral and written communication skills.
    • Demonstrated experience with the Microsoft Office Suite, to include PowerPoint, MS Word and Excel.
    • Comfortable working in a fast-paced, emerging growth environment.

    • Must be able to consistently meet deadlines
    • Strong analytical & critical thinking skills
    • Ability to follow direction and work independently
    • Strong written and verbal communication skills with demonstrated ability to present information; compose memoranda, minutes, and reports, and draft contract provisions and supporting documents
    • Experience and ability to efficiently utilize standard business office software programs and general office related technologies and equipment
    • Must be proficient using Microsoft Office applications



    IBTS covers travel expenses, i.e., travel, per diem (food and lodging). Where reimbursements are provided, they will be provided directly to the individual and in a timely fashion.
