    This position is part of a Disaster Recovery team.   We are not first responders, but when natural disasters strike (e.g.., hurricanes, earthquakes, flood waters, tornados, fires, etc.) our team travels to the disaster area as part of the recovery process to help restore the communities. Our primary focus is working with homeowners in the restoration of their houses and property.


    This position will begin as an “on-call/as-needed” basis, with strong probability of converting to a regular, full-time position with full employee benefits which include (but are not limited to) medical, prescription, dental, vision, FSA, 401k with employer matching, paid holidays, and paid leave.


    We are looking for individuals who are willing, able, and readily available to be a part of this team, who can report for work and travel on short notice to disaster sites and remain engaged in the recovery efforts for varying periods of time. Longer assignments will include rotations for travel back and forth between their home and the disaster sites.


    Position Summary:


    The Field Construction Specialist supports the implementation of construction projects by both providing technical advice and guidance, and by being involved in the relevant processes prior, during, and subsequent to construction.


    The Field Construction Specialist will normally be a point of contact for construction subjects and will have the responsibility of coordinating actions between all stakeholders, which include federal and state governments, local authorities, contractors, sub-contractors, owners, occupants, operators and other agency units.


    Conducting quality assessments of processes throughout the project period, doing on-site check-ups of work progress and advising on specific technical problems that influences the working processes, are all duties the construction specialist is required to master on a typical residential, commercial, institutional, public or infrastructure construction project including new construction as well as rehabilitation of existing.





    • Provide technical support in the process of preparation of construction Bill of Quantities and drawings for the construction as specified in construction plans.
    • Provide technical inputs to the formulation of bidding documents and deliver clarification to bidders on technical issues during the bidding process.
    • Supervise construction work, programming and coordination, while acting as project focal point to the deploying agency’s engineering department and the relevant contractors and sub-contractors.
    • Liaise with local authorities to obtain the necessary authorizations and permissions for projects.
    • Carry out ongoing monitoring and evaluation of the performance of contractors and sub-contractors, including close monitoring of budgets and expenditure, and ensure cost-effective use of funds.
    • Produce reports on construction progress, constraints and complications and propose solutions.
    • Ensure that contractors and sub-contractors abide by the internationally recognized standards of health and safety for the works, adjacent properties, all site personnel and the general public.
    • Provide recommendations to the designated engineering and/or finance units in relation to certifying payments on projects and for any additional financial obligations necessary to be entered into in order to complete the construction at the project work site.


    • Relevant educational background and knowledge of the Construction Industry. Associates degree required, Bachelor’s degree preferred.
    • A minimum of 5 years of construction field experience.
    • Professional technical experience matching the above-mentioned duties and responsibilities.
    • Advanced knowledge and understanding of the complexity related typical construction project.
    • Proficiency in French or Arabic in addition to fluency in English are desirable.



    IBTS covers travel expenses, i.e., travel, per diem (food and lodging). Where reimbursements are provided, they will be provided directly to the individual and in a timely fashion.
