    Introduction:

     

    This position is part of a Disaster Recovery team.   We are not first responders, but when natural disasters strike (e.g.., hurricanes, earthquakes, flood waters, tornados, fires, etc.) our team travels to the disaster area as part of the recovery process to help restore the communities. Our primary focus is working with homeowners in the restoration of their houses and property.

     

    This position will begin as an “on-call/as-needed” basis, with strong probability of converting to a regular, full-time position with full employee benefits which include (but are not limited to) medical, prescription, dental, vision, FSA, 401k with employer matching, paid holidays, and paid leave.

     

    We are looking for individuals who are willing, able, and readily available to be a part of this team, who can report for work and travel on short notice to disaster sites and remain engaged in the recovery efforts for varying periods of time. Longer assignments will include rotations for travel back and forth between their home and the disaster sites.

     

    Position Summary:

     

    The Subcontracts Manager is responsible for providing support in contract management, pricing, and subcontract administration across the entire contract life cycle from proposal development to closeout related to multiple projects. This individual must possess a strong mix of analytical, negotiating, management and organization skills, as well as the ability to communicate complex ideas and provide innovative solutions.

     

    Responsibilities:

    • Provide substantive input to the opportunity capture process.
    • Lead the development and submission of timely and wholly compliant cost and pricing proposals.
    • Negotiate fee and contract terms and conditions.
    • Administer prime contracts through closeout.
    • Develop and negotiate non-disclosure agreements and teaming agreements.
    • Prepare sub-contractor requests for proposals.
    • Administer the entire scope of work performed by sub-contractors through closeout.
    • Mitigate potential organizational conflict of interest situations.
    • Represent the Company in discussions with the Defense Contract Audit Agency and Defense Contract Management Agency.

     

    Qualifications

    • Bachelor’s degree(s) in contract management or similar field.
    • 5 or more years of experience working in contracting and/or subcontracting of large projects with focus on construction and housing industry (related and equivalent experience will be considered).

    Competencies

    • Deep working knowledge of multiple contract types (e.g., firm fixed price, cost plus fixed fee, time & material, small business innovative research efforts, GSA and similar schedules, “other transaction agreements”) and engineering change proposals.
    • Exposure to supply chain management process is a plus.
    • Proven record of success in supporting contracted efforts awarded under the Federal Acquisition Regulation (FAR) and other similar public mandates as well as via commercial contact channels (this includes regulations as modified by various Federal, State, Local Government and Public entities, including the FEMA, HUD).
    • Demonstrated skills in Federal acquisition regulations, property administration, and intellectual property protection.
    • Advanced proficiency in the utilization of Microsoft Office applications suite and commercially available enterprise resource planning systems; experience with systems such as JAMIS Prime a plus.

    Travel:

     

    IBTS covers travel expenses, i.e., travel, per diem (food and lodging). Where reimbursements are provided, they will be provided directly to the individual and in a timely fashion.
