  • Responsibilities

    This position is responsible to serve in the capacity of a Building Code Official as defined in the Virginia Construction Code and for technical management of a team that will serve to issue permits, inspect and approve construction of a hospital and associated structures and facilities in Richmond, Virginia. This position is also responsible for client/customer satisfaction and for other operations as assigned in the Richmond area. The position shall coordinate plan review, permitting, code interpretation and inspection activities for applicable projects. The position shall also be responsible for applying and interpreting the building codes, standards, and related technical requirements within its area.

     

    The Building Official will be responsible for planning, organizing, supervising, reviewing, and participating in the work of professional, technical and administrative staff.  This position will be responsible for implementing and upholding all IBTS programs and procedures.

     

    SUPERVISION RECEIVED / EXERCISED

     

    Receives direction from the Division Director, and exercises direct and indirect supervision over professional, technical and permit staff working within the Service Center area.

     

    ESSENTIAL FUNCTIONS

     

    • Oversees general daily operations of the service center area.
    • Oversees and monitors quality assurance of plan review and inspection activities
    • Monitors and coordinates activities of plan review, inspection and permitting staff activities.
    • Inspects construction and reviews plans in accordance with requirements of the Virginia Uniform Statewide Building Code (VUSBC).
    • Ensures that safety aspects of the building code are adhered to by inspection and plan review staff.
    • Ensures compliance to applicable state and federal codes and standards. Also, interprets, explains and applies the codes.
    • Ensures that inspections and plan reviews are performed within turnaround times as determined by IBTS and the client.
    • Writes Code Appeals under the direction of the Division Director.
    • Generates forms, reports, procedures and standards necessary to run operations of the Service Center in accordance with IBTS policy and procedures.
    • Selects, evaluates, maintains, disciplines and motivates staff.
    • Supervises plan reviewers, inspectors, permitting and administrative staff.
    • Supervises and participates in the development, implementation and maintenance of Service Center goals, objectives, policies, and procedures.
    • Reviews and evaluates work methods and procedures for improving organizational performance and meeting Service Center delivery methods and procedures.
    • Coordinates the selection, orientation, training and evaluation of programs for assigned personnel.
    • Recommends disciplinary procedures based on IBTS policies and procedures and in coordination with the Division Director and Human Capital in Ashburn, VA.
    • Implements and oversees employee work safety program.
    • Contributes to, and may develop customer information bulletins, newsletters and other outreach and informational materials.
    • Maintains, reviews and approves departmental records, and correspondence.
    • Identifies and works with the Division Director to procure Service Center needs.
    • Ensure proper billing and monthly progress reports are submitted.
    • Solves problems and finds a way to reduce cost and improve quality of services
    • Assist in business development.
    • Ensures complete customer satisfaction.

    Qualifications

    GENERAL REQUIREMENTS

     

    • Must have a valid Driver’s License
    • Excellent organizational and interpersonal skills
    • Local and State travel anticipated

    WORK EXPERIENCE

     

    • A minimum of eight (8) years of experience desired (construction / inspection / plan review / codes) or any equivalent combination of training and experience with working knowledge in the areas of Architectural, Mechanical, Electrical, Plumbing systems, sprinkler, and fire alarm systems).
    • 3 years of experience at the supervisory level in the building construction trades desired.
    • Full knowledge of department operations of a building department; permitting, plan review and inspections. 

    EDUCATION REQUIREMENTS

     

    • High school diploma or equivalent.
    • Degree in engineering or construction related field desired but not required. 

    LICENSE OR CERTIFICATION REQUIREMENTS

     

    • State or ICC Certified Building Official (CBO) certification required
    • ICC Master Code Professional (MCP) preferred

    Physical Demands

    WORKING CONDITIONS

     

    Most of the work will be performed both in the office and in the field, and as such, the following working conditions apply.

     

    • Position requires sitting, standing, walking on level, non-level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, crawling and making repetitive hand movements in the performance of daily activities.
    • Position also requires both near and far vision when inspecting work and operating assigned equipment and acute hearing is required when providing phone and personal service.
    • The need to lift, carry, pull and push tools, supplies and other equipment weighing 25-pounds or more is also required. Additionally, the incumbent in this position works outdoors in all weather conditions including wet, hot and cold.
