  • Responsibilities

    This position is part of a Disaster Recovery team.   We are not first responders, but when natural disasters strike (e.g., hurricanes, earthquakes, flood waters, tornados, fires, etc.) our team travels to the disaster area as part of the recovery process to help restore the communities. Our primary focus is working with homeowners in the restoration of their houses and property.


    We are looking for individuals who are willing, able, and readily available to  travel on short notice to disaster sites and remain engaged in the recovery efforts for varying periods of time. Longer assignments will include rotations for travel back and forth between their home and the disaster sites.


    This position is a regular, full-time position with full employee benefits which include (but are not limited to) medical, prescription, dental, vision, FSA, 401k with employer matching, paid holidays, and paid leave.


    Position Summary:


    The role of the incumbent is to plan, direct, oversee, or coordinate, usually through subordinate supervisory staff, activities concerned the assessments of property damaged in disasters and oversight of construction programs to ensure compliance with contractual terms, program requirements, building specifications, change order review and progress payment recommendations. Incumbent participates in the conceptual development of various construction projects and programs and oversees their organization, scheduling, budgeting, and implementation. This position will also entail some business development, managing proposal processes, implementing proposed projects, and managing the teams that are delivering by managing the project managers financial, operational, client relationship, and production performance and management skills over multiple construction programs in the division.



    • Oversee and monitor the design and implementation of projects to ensure projects are completed by PMs and Program contractors in accordance with project schedule and budget using agency requirements.
    • Confer with PMs, supervisory personnel, owners, contractors, or design professionals to discuss, identify solutions, and resolve matters such as work procedures, complaints, or construction problems for projects in multiple states.
    • Define operational and financial priorities and strategies aiming at systematic, predictable operational and financial outcomes.
    • Plan & supervise construction projects’ activities to meet deadlines.
    • Analyze Production and optimize performance
    • Oversee PMs to prepare and submit budget estimates, progress reports, and/or cost tracking reports developing the PMs financial, operational, client relationship, and production performance and management skills.
    • Monitor compliance with building and safety codes, and/or other regulations.
    • Oversee the inspection and/or review of projects to monitor compliance with environmental regulations.
    • Develop or implement quality control programs with assistance of the Quality Assurance/Quality Control Manager.
    • Understand client roles, values, and the contracts associated with operational clients maximizing the value of each task, identifying and pursuing potential new tasks, and expanding or maintaining client revenue to the greatest extent possible.
    • Work with the business development team to identify and assist capturing adjacent opportunities or supporting the identification and capture efforts of the development team.
    • Review and approve in coordination with the Client, contractor change orders.
    • Oversee PMs coordinate and work with contractors relevant to project requirements in accord with established procedures, including all required permitting.
    • Monitor & control potential delays and take appropriate actions to eliminate or minimize their cause and/or impact on the project.
    • Identify, mitigate (with specific actions and processes), and manage risks.
    • Direct and supervise employees performing construction related activities, such as site reviews and inspections.
    • Attend meetings with Client, Contractors, and IBTS employees at scheduled times.
    • Perform other duties, responsibilities, and activities directed by IBTS Senior Management or others as assigned at any time with or without notice.




    • Must have proven experience working in the Building and Construction industry, including and not limited to materials, methods, and the tools involved in the construction or repair of houses.
    • Must have proven experience in construction management concepts and practices.
    • Must possess a thorough understanding of Project Management, Building Design & Construction, Scheduling processes and procedures, and Risk Analysis.
    • Must have the ability to speak, read, and write the English language with proficiency.
    • Ability to use critical thinking and problem solving to detect, inspect, and recognize Life Safety issues as well as identifying quality control in accordance to program requirements and IBTS guidelines.
    • Ability to interpret and apply planning principles, practices, and procedures, organizational theory, and administrative practices relevant to designated construction programs.
    • Ability to prepare clear, technically sound, accurate, and informative program, project, and other reports containing findings, conclusions, and recommendations.
    • Familiar with all aspects of construction methods and construction technology, and the estimating process.
    • Ability to detect, locate, and document all defective installations, quantity discrepancies, poor quality workmanship, and any deficiencies or discrepancies that may be observed.
    • Understand and utilize Information Technology in the performance of work including Internet, Intranet, Microsoft Windows OS, Adobe Acrobat, and Microsoft Office Suite.
    • Ability to proficiently use various types of electronic and/or manual recording and information systems used by IBTS.
    • Ability to determine operational compliance with regulations or standards.
    • Ability to review environmental remediation or protection plans.
    • Ability to understand and apply principles and practices of supervision, employee motivation, and performance evaluation.
    • Estimate labor.
    • Maintain daily logs and records of inspections performed and the ability to issue findings both verbally and written to IBTS staff, contractors, supervisors, and clients as needed.
    • Provide customer service to employees, contractors, homeowners, and clients.
    • Foster positive attitude towards IBTS staff, contractors, homeowners, and clients.  
    • Complies with all IBTS policies.

    Education, Experience, Certification:

    • Requires a Bachelor’s degree (or equivalent certifications with relevant experience) in Construction Management or related field.  
    • Requires ten (10) years of experience in the field of architecture, engineering, project management, construction quality assurance, or related area involving home building projects. Experience in remodeling or rehabilitation of homes is preferred. 
    • Requires advanced proficiency in the utilization of Microsoft Word, Excel, PowerPoint.
    • Requires a valid driver’s license and be lawfully permitted to operate motor vehicles without any limitations or restrictions.
    • Advanced proficiency and experience in using Xactimate Estimating software is strongly preferred.
    • ICC certification as a CBO, or Combination Residential Inspector Certifications (Building, Mechanical, Electrical, and Plumbing) is preferred.

    Physical Demands



    IBTS covers travel expenses, i.e., travel, per diem (food and lodging). Where reimbursements are provided, they will be provided directly to the individual and in a timely fashion.
