Responsibilities

Under the direction of the Program Director, performs highly responsible professional and administrative work in directing the activities of the Planning and Zoning Commission. Work involves the formulation, modification, and improvement of master and subsidiary plans for the development of the City and presenting these recommendations to the Planning commission. The Planning Director serves as adviser to City and other agencies on questions relating to planning, zoning, capital improvements, transportation, and related matters. Supervision is exercised over professional and technical personnel engaged in developing proposed plans, conducting research, writing reports, and related activities. Work is performed with broad technical discretion. Performs other work as requested.

 

ESSENTIAL WORK TASKS
Represents the city at public and private committee meetings, such as Council and Planning Commission and others as directed or requested by the Program Director. Administers provisions of the subdivision ordinance, supervising the review of preliminary layouts and the granting of final approval of plans. Advises public and private bodies on new or contemplated capital improvements; prepares speeches, articles, reports, and other presentations dealing with the planned development of the community. The Planning Director is responsible for preparation of all agendas, notices, minutes and reports.

Qualifications

  • Knowledge of the advanced principles, practices, and techniques of urban planning.
  • Knowledge of economics, municipal finances, landscape architecture, and environmental protections as they apply to urban planning.
  • Knowledge of the principles and practices of the Geographic Information System (GIS) program.
  • Knowledge of the principles and practices of planning and subdivision design and control.
  • Knowledge of the principles and practices of technical report writing.
  • Ability to utilize a computer and interpret and analyze technical and statistical information and to prepare technical oral and written reports.
  • Ability to establish and maintain effective working relationships with employees, officials, other agencies, and the general public.
  • Ability to present technical information clearly and in an interesting manner to lay groups and to the general public.
  • Ability to supervise technical personnel and to motivate them in such a manner to encourage innovations.

MINIMUM REQUIREMENTS

  • Bachelor's degree in planning or a related field and five years of experience in planning, including responsible administrative and supervisory experience. A Master’s degree is highly desirable. 
  • Experience should include having to work in concert with a large number of private and governmental agencies in developing and affecting the planning program; and transportation impact on cities and communities.

SUBSTITUTIONS
Any equivalent combination of education and experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS
AICP certification is highly preferred.
