Under the general supervision of a senior departmental director, the Code Enforcement Manager leads the enforcement of municipal codes and ordinances related to signs, housing, litter, overgrowth, abandoned vehicles, rubbish, and other violations.

This leadership position requires advanced expertise in code enforcement practices, problem-solving, conflict resolution, and community engagement.

This position oversees inspections, case preparation, compliance initiatives, and public outreach, ensuring the city maintains high standards of safety, aesthetics, and quality of life.

Key Responsibilities

Leadership and Supervision:

• Manages and mentors a team of code enforcement officers, providing training, guidance, and performance evaluations.
• Develops and implements departmental policies, procedures, and strategic plans for efficient code enforcement operations.

Code Enforcement Oversight:

• Conducts or oversees inspections of properties for compliance with city codes pertaining to signs, housing, litter, overgrowth, abandoned vehicles, rubbish, and other violations.
• Interprets and enforces city ordinances, laws, rules, and regulations, ensuring corrective actions are taken to address violations.

Conflict Resolution and Community Engagement:

• Responds to and resolves complex complaints and inquiries related to code enforcement issues in a professional and effective manner.
• Engages with property owners, landlords, contractors, and community groups to educate on compliance requirements and resolve disputes.

Case Management and Legal Coordination:

• Supervises the preparation of cases for administrative hearings and court proceedings, including gathering evidence, interviewing witnesses, and providing expert testimony.
• Coordinates with city attorneys and legal teams to ensure thorough documentation and adherence to due process.

Data and Records Management:

• Oversees the maintenance of detailed records of inspection activities, including photographic evidence, notices, formal warnings, and compliance reports.
• Analyzes enforcement data to identify trends, evaluate program effectiveness, and recommend improvements.

Communication and Collaboration:

• Acts as the primary liaison between the code enforcement department and city council members, board members, attorneys, and other stakeholders.
• Represents the department in public meetings, hearings, and interagency discussions.

Program Development and Policy Advocacy:

• Initiates programs and campaigns to raise public awareness about city codes and compliance requirements.
• Advocates for updates to city codes and ordinances in alignment with emerging community needs and best practices.

Additional Duties:

• Performs other duties as required to support the Program Director and overall municipal operations.

• Minimum of 5 years of proven experience in code enforcement or a related field
• Minimum of 3 years experience in a supervisory or leadership role.
• In-depth knowledge of municipal codes, laws, and regulations.
• Strong analytical, organizational, and decision-making skills.
• Excellent communication and interpersonal abilities, with experience managing conflict in diverse settings.
• Proficiency in maintaining and analyzing records using relevant software and tools.
• Demonstrated ability to work collaboratively with internal and external stakeholders.
• Valid driver’s license

Preferred Qualifications

• Certification in Code Enforcement (e.g., ICC Property Maintenance & Housing Inspector or equivalent).
• Experience in developing and implementing public outreach or educational initiatives.
• Familiarity with legal processes related to municipal code enforcement.

• Frequent walking, standing, bending, crouching, and climbing during property inspections.
• Ability to navigate uneven terrain, construction sites, and areas with potential obstructions such as overgrown vegetation or debris.
• Occasional lifting and carrying of items such as documents, inspection tools, or photographic equipment, typically weighing up to 25 pounds.

Vision and Observation:

• Strong visual acuity to detect code violations, assess property conditions, and review documentation.
• Ability to operate photographic equipment and review digital images for evidence collection.

Dexterity:

• Manual dexterity to handle tools, write reports, and operate standard office and field equipment.
• Proficiency with computer systems for entering and managing data, producing reports, and communicating electronically.

Communication:

• Clear verbal and auditory communication skills for interacting with team members, property owners, contractors, and the public, even in noisy outdoor environments. 

Weather Conditions:

• Work is performed outdoors in varying weather conditions, including high heat and humidity common in southern Louisiana, as well as exposure to rain, cold, and occasional severe weather.
• Tolerance for extended periods of time in direct sunlight or high temperatures during summer months.

Natural Hazards:

• Potential exposure to insects, snakes, and other wildlife in overgrown or neglected properties.
• Awareness of flood-prone areas and wet, muddy, or slippery conditions following heavy rainfall.

Air Quality:

• Possible exposure to airborne allergens, dust, mold, and odors from debris or refuse during inspections of abandoned properties or sites with code violations.

Noise and Distractions:

• Occasional exposure to high noise levels from construction equipment, roadways, or industrial sites.

Health and Safety:

• Use of personal protective equipment (PPE) such as gloves, masks, and safety glasses when handling hazardous materials or working in unsafe conditions.
• Awareness of safety protocols to mitigate risks associated with property inspections, including structural instability, sharp objects, or electrical hazards.
