Responsibilities

Coordinates the activities of personnel, field crews and individuals in the maintenance and repair of public utilities and infrastructure including, but not limited to, streets, traffic signs and markings, and drainage systems, and other right-of-way maintenance.  Performs inspections of public works complaints and documents in detail, the scope, labor and materials needed to perform repairs or maintenance.  Serves as a coordinator of stormwater management and performs inspections as required by the City’s Stormwater Management Plan.  Serves as back-up to the Public Works Director in his or her absence.  The Drainage Supervisor will oversee staff.

 

  • Inspect requests called in by homeowners pertaining to drainage, stormwater, and erosion control issues.
  • Works with Public Works Director to maintain all equipment used by workers.
  • Supervise crews in the field and check completed jobsites.
  • Coordinate with 3rd party contractors regarding tasks that need to be done.
  • Assists Public Works Administrator with Lucity by adding requests, reviewing work tasks.
  • Meet with Homeowners about their complaints.
  • Assist Public Works Director with after hour call outs.
  • Meets with property owners for off-road drainage projects to get Hold Harmless/Spoil Release forms.
  • Performs manual labor with crews in the field when needed.
  • Manage contractor’s stormwater prevention plans and work with the Building Official, Floodplain Manager, and Citizens Service Director to make sure SWPPPs are being followed and maintained through periodic inspection of active construction sites. When necessary, communicate with contractors to ensure erosion controls are re-installed.
  • Assists Public Works Director and City Engineer with MS-4 reporting requirements.
  • Performs periodic subdivision construction inspections.
  • Works closely with HOAs to resolve Public Works issues in neighborhoods.
  • Works closely with Council members and the Mayor to resolve any issues within the Public Works Department.
  • Requests utility locates in coordination with engineering department.
  • Reviews culvert permits, inspects jobsite to ensure job is done to COC specs and standards.
  • Manages COC Vegetation Control Program.
  • Utilizes GPS Surveying equipment to ensure drainage system components are at proper elevations.
  • Prepares Drainage and Stormwater System requests for proposals (RFPs), prepares detailed Scope of Work, and oversees contractors’ work to ensure job is done to COC, EBR, and DOTD specs and standards.
  • Other duties as assigned. 

Qualifications

  • High school diploma, GED, HiSET, or equivalent certificate of competency
  • Five years of supervisory experience in drainage maintenance
  • Rural drainage maintenance experience is preferred
  • Experience planning, scheduling, and executing on and off-road drainage projects
  • Knowledge of heavy equipment operation is highly preferred
  • Proficient in Microsoft Office – including Word, Excel, Powerpoint, and Outlook
  • Experience communicating with elected officials and presenting reports at public meetings
  • Public works experience is a plus
  • Must possess a State of Louisiana Regular Driver’s License.   Stormwater Manager certification is required within a year of employment.

Knowledge of:

Basic principles of mathematics; applicable federal, state and local laws, codes and regulations; methods and techniques of scheduling work assignments; methods and techniques for record keeping; occupational hazards and standard safety practices. Knowledge of the methods, practices and equipment used in a variety of public works maintenance, construction, repair and operational activities. Knowledge of the occupational hazards involved and the safety precautions necessary to perform heavy manual work and equipment operation. Knowledge of engineering maps and records.  Knowledge of stormwater management principles is preferred.

 

Ability to:

Safely operate a variety of tools and equipment used in maintenance and construction such as a laser level; estimate time and materials for completion of projects; work independently; keep records and logs; work as part of a team; make sound decisions within established guidelines; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships. Ability to utilize a computer, including use of standard computer applications, and global positioning systems. Ability to read and interpret sketches, blueprints, and specifications.

Physical Demands

Must be available for regular standby assignments and emergency work.  Must be willing to work outdoors in all weather conditions and with exposure to traffic and potentially hazardous conditions.  In the event of a major weather event, this employee will be required to report to work, even if the weather event is in the evenings and/or weekends or on a holiday.  This position comes with a company vehicle, which is to be used for business purposes only.  Ability to lift 20 pounds.
